Chief Minister Shri Shivraj Singh Chouhan has said that today is Buddha Purnima. On this day, Lord Buddha had attained enlightenment under the Bodhi tree. Lord Buddha had said – Sarva dukh, dukh samuday, dukh nirodh and dukh nirodh gamini prati pada which means there is grief everywhere, there are reasons for grief, suffering may be removed by adherence to noble path. For this, Gautam Buddha gave the Ashtang Marg. He taught us to walk on the Madhyam Marg. Gautam Buddha showed us the way to lead a disciplined life. Today, Corona crisis has shaken the humanity once again. The grief of Corona virus is before us, there is a reason for the virus to have spread, but this cause can be eradicated also. We have taken some measures for this. Today I am happy to share that due to everyone’s efforts, Corona infection is now under control in the state.
Recovery rate is 93.39 percent but caution is also must
In a message to the people of the state, Chief Minister Shri Chouhan said that more than 70 thousand tests were conducted yesterday out of which only 2 thousand 189 cases tested positive while 7 thousand 846 patients recovered. The positivity rate has come down to 3.1 percent. The recovery rate has increased to 93.39 percent. This percentage is constantly increasing but we should not become relaxed. The crisis still exists. The danger is not over, the virus is still in our midst.It is true that less than 10 cases were reported in 17 districts today, but precaution needs to be taken in Indore and Bhopal. There are more than 500 positive cases in both places. Ratlam, Rewa, Anuppur, Sidhi etc. districts also need caution. There is a need for caution in these districts as well as the entire state.
Of the people, for the people, by the people model for infection control proved effective
Chief Minister Shri Chouhan said that the rate of infection has come down as a result of implementation of the Corona curfew. The model ‘of the people, for the people and by the people’ has become a separate identity of the state in controlling the infection. The government alone did not control the infection. We created the Crisis Management Group to deal with the crisis. Crisis Management Groups were formed at village, ward, block, city and district level. At the district level, public representatives of all levels including MPs, MLAs, Collectors, SPs, social and political activists along with the ministers in charge, took up the responsibility. The MLAs took the lead at the block level. This has been our innovative experiment.
Crisis Management Groups took over responsibility from the villages to the districts
Chief Minister Shri Chouhan said that the village level Crisis Management Groups comprised the sarpanchs-panchs, socio-political workers, panchayat secretaries, Rozgar Sahayaks, Anganwadi and ASHA workers, Patels, Mukaddams, ANMs and chowkidars that is the village level team. Whatever decisions we took were taken in a decentralized manner. The decision on how to impose Corona curfew at the village level was taken at the village level. Villagers stopped movement in the village, and the villagers decided which activity would be organized in the village and how the work would be done. The Crisis Management team visited each house with survey teams. If these teams had not visited from door to door, we could not have identified patients suffering cold and cough. This contribution at the village level is invaluable. Similarly, the ward level Crisis Management Groups managed the arrangements at the ward level in the cities. At the Janpad level, the Crisis Management Groups there handled the arrangements. Crisis Management Groups took over all the responsibility of creating micro-containment areas to operation of Covid Care Centers. How could Corona Curfew be implemented in all the districts. The district hospital, the hospital associated with the medical college, other arrangements of treatment were all controlled and managed by the Crisis Management Group of the districts.
We still must avoid crowd, fairs, thelas and programmes
Chief Minister Shri Chouhan said that Madhya Pradesh’s model is a model of public participation and it was due to this model that we could control the rate of infection successfully. But there is still a long way to go. Corona Curfew is still in force, but it cannot remain in force till eternity. We have decided that from June 1, we will gradually start economic activities. Corona virus will remain, so it is necessary to conduct activities carefully. We will have to avoid the crowd, fairs, thela and events. If we are not careful , infection will start spreading again and we will be in trouble all over again.
We cannot witness the suffering of Corona again
Chief Minister Shri Chouhan said that the state has also gone through the situation when all the beds of the hospitals were full. One had to work day and night to arrange oxygen. How many people got oxygen, some people went put on ventilator and some people left this world. The question is, do we want to see that suffering again? Certainly we will not allow such situations to occur. For this we need to take precaution.
Corona curfew will be opened gradually
Chief Minister Shri Chouhan said that Corona curfew will be opened gradually. The Crisis Management Committees at the village,ward, block, city and district level will decide when activities will start, which activities will remain open and which will remain closed. Different districts will have different arrangements according to local conditions. This too will be decided at the local level itself. Activities of the districts which have become completely Corona free will be different. Crisis Management Committees will separately consider areas where the infection has spread.
Committees will take decision according to local circumstances
Chief Minister Shri Chouhan said that it is necessary to take a decision about the upcoming strategy before June 1. For this, a decision should be taken with full care after discussing it within a day or two. Committees will be made aware of the scientific method of unlock and the committees will decide according to local conditions.
We must stop the third wave
Chief Minister Shri Chouhan said that now there is a possibility of a third wave. If we remain inattentive, the infection will continue to progress slowly. If this infection spreads, it will become the third wave. Therefore, we have to try to stop the third wave while carrying out the necessary day to day activities. A roadmap has been prepared for this. Activities will begin but not full-fledgedly. Political rallies, meetings, religious events will remain completely closed. Number of people attending marriages will be confined to minimum. Those who join would have to take the test, arrangement of tests will be made at the venue.
75 thousand tests will be conducted daily
Chief Minister Shri Chouhan said that the behaviour of shopkeepers and customers will have to be determined if the markets open. Use of masks, drawing circles in front of shops and following these measures in a disciplined manner is must to avoid spread of infection. Section 144 will continue so that crowds cannot gather. Tests will also continue along with this. Around 75 thousand tests will be conducted daily. Fever clinics will continue, mobile testing teams will also continue to work. The benefit of testing will be that if someone is infected, he / she will be identified immediately.Arrangements will be made to provide medical kits to patients in home isolation and at Covid Care Centers. This will not spread the infection. Covid Care Centers will not be closed yet.
Process of contact tracing and micro containment area will continue
Chief Minister Shri Chouhan said that contact tracing will continue. With reduced number of infected persons tracing can be done in an effective manner. If one person of the family is found to be infected, then all the family members will be tested and all the people who get infected will be tested. If a person in contact with the infected person has been infected, they will also be treated and this will help in controlling the infection. Areas where more number of infected persons are found will be made micro containment areas. Movement will be restricted in these areas so that infection does not spread.
Kill-Corona campaign 4 will begin today
Chief Minister Shri Chouhan said that the Kill-Corona campaign will continue. Kill-Corona Campaign-4 is being started from today. Teams will go from village to village and identify people with cold and cough. Immediate treatment of such persons will be started. This will help to control it wherever there is a slight chance of infection. With these measures, we will not allow the infection to become a big wave. These measures are essential. Any negligence can lead to a third wave.
Fight against Corona infection will have to be made a social movement
Chief Minister Shri Chouhan said that now we have to live with Corona, so we have to take all these precautions. Your cooperation is necessary in this. Disciplined and moderate behavior is necessary. We have to resolve that we will leave our houses after wearing mask and we will also intercept anyone we see without a mask because a person without a mask is not only a danger to himself, but also to everyone else. Chief Minister Shri Chouhan said that the people will have to fulfill the responsibility of following rules like wearing and making others wear masks, keeping distance, sanitizing hands, washing hands frequently and make others also follow the rules. It is the duty of every person. Chief Minister Shri Chouhan appealed to one lakh 17 thousand Corona volunteers working in the state to fulfill this responsibility. He also called upon the people of the state to register themselves as Corona volunteers. Chief Minister Shri Chouhan said that along with the Crisis Management Group, self-help groups, Jan-Abhiyan Parishad teams, social, political organizations should be active and the fight against Corona infection should be given the form of a social movement. The state government is fulfilling its responsibility. No stone will be left at the government level.
Religious leaders, political, social organizations and voluntary groups should also be active
Chief Minister Shri Chouhan said that the government has made many schemes to provide relief to the people which will continue. The biggest task right now is to control Corona infection. Chief Minister Shri Chouhan appealed to all religious leaders to use their influence to motivate their followers to remain disciplined. Political parties, social organizations, voluntary groups should also be active in this direction. We must strive to establish Madhya Pradesh as a model of Corona control We will make a different path to control Corona.
We must move together and control Corona
Calling upon the people of the state for Corona control, Chief Minister Shri Chouhan said that let us resolve that I will perform my duty, I will follow discipline and follow the rules. If we can do this, then our state will remain free from Corona. We will not let any wave come. Chief Minister Shri Chouhan said that we will continue treatment and all other arrangements. We will strengthen our health services. Works like recruitment of doctors, paramedical staff, setting up oxygen plants will be continued. We will not let the situation deteriorate. This resolve is the biggest -to move together and control Corona.
Chief Minister Shri Chouhan encouraged the people of the state for Corona control with the lines of Dinkar’s poem ‘Kham thok thelta hai jab nar, parvat ke jate paon ukhad, manav jab zor lagata hai, pathhar pani ban jata hai’.
